First, a warehouse in east London being used to supply aid to Ukraine burned down. Weeks later, an Ikea in Vilnius, Lithuania, mysteriously caught fire.

Might want to look at suspicious events in the USA, too.
This sounds like what the Sleeper Cells coming in through our southern border might be doing sometime soon but the ones here would be on a much larger scale.
It would take a few dozen semi-trucks to take out 3/4 of the nation’s electrical grid (yes, those maps are now no longer public). No nuke needed.
We would then destroy ourselves, but opportunity knocks:

Those EU countries are exaggerating the situations and the attacks are just a rather simple and small request by Russia to surrender just 20% of their respective countries to Russia, then Putin will order his Russian troops and spies to pull back. Russia already has 20% of Ukraine, so, asking the other EU countries to give up their 20%, is not asking too much. Then, peace will ensue all over Europe, Putin promises.

In that case it would only take a few dozen sleeper cells. Others would go for water, infrastructure, hospitals, etc.
Law enforcement would be home taking care of their families.

I would think that if this is a Russian harassment endeavor our top flight intelligence agencies in the US and Europe would have uncovered reliable info by now.
