Hardly nebulous. The standards are rather clear that the behavior involves defamation, harassment, threats to an individual(s). Not just unsavory opinions about other groups.

Swatting would be an example of such behavior. So would filing false claims in court about a person. Elevating a political opponents alleged misdemeanor to a felony fits the bill. Just as selective enforcement of the FACE act does.
