The police straddled the bald guy, before that the bald guy was tussling with the killer, before that the bald guy was running to the fight, before that the bald guy was standing near the podium. Never once did I see the bald guy attack anyone, except try and stop the killer.

No, he wasn´t an accomplice. He seems to be wearing one of the blue Pax Europa jackets. In the total chaos of those seconds he probably mistook the guy holding down the attacker for the perp and decided to pound him.
