Well, as far as legal documents and so forth usually go, there are probably two seconds between them. Those would be the seconds between 11:59:59 pm on Dec. 31 and 12:00:01 am on Jan 1. Those are the common times that things usually begin or end whenever time is mentioned in a document.
A lot of climate change can happen in two seconds.

Yes you are wrong. There is a 20 year period in between those dates. It would be better expressed as Jan. 1 ,2000 to Dec. 31, 2019.

You are used to seeing the earlier date listed first. There are twenty years difference between January 1st, 2000 and December 31st, 2019. Check it again, it’s 2019, not 1999.
