It took a very long time and the Red Army to get the Germen government to “cease to exist”. It took almost as long, the USMC and the US Navy, along with nuclear physicists, to get the Japanese government (which did not cease to exist) to submit.

The bomb destruction of Tokyo was near total before the atom bomb was dropped. Over 100,000 japs were already killed in Tokyo before Hiroshima with no apparent thoughts of surrender

It’s not so much confidence in ‘bombing’ as it is in the capabilities of a couple of carrier task forces located near a primitive government acting as a terrorist surrogate for an incompetent Muslim government.
Nazi Germany, and to a somewhat lesser extent, Japan, were modern industrial nations capable of building and wielding huge fleets of ships and airplanes as well as manufacturing modern weapons. The Houthis, not so much.
