Boggs may have NOMINATED him, but the Academy selection board makes the appointments. They would have an actual record of that.
Typically they will consider about 5000 nominations and extend about 1400 appointments according to their own websites.

If Biden had already graduated from Maryland with a Bachelors degree, he WOULD NOT be considered for any USNA appointment at all since their primary job is to prep and pass through high school grads into a BS and future junior Navy Officer positions as ensigns/2nd Lt.
