Even that excuse (Boggs may have nominated Biden for a Naval Academy appointment) fails outright.
If Biden had already graduated from Maryland with a Bachelors degree, he WOULD NOT be considered for any USNA appointment at all since their primary job is to prep and pass through high school grads into a BS and future junior Navy Officer positions as ensigns/2nd Lt.
When Biden tells these half-baked stories, he thinks he’s
being “folksy” ....... just being appealing to the everday folk.
