Actually, responsibility for Gaza and Hamas falls first to military Intelligence, and Shin Bet (AKA Shabak, or ISA).
Intelligence Directorate Chief Haliva has already resigned, and IDF Chief publicly accepted blame today.
Mossad is foreign operations.
