I was thinking the United States in the 1950’s and 1960’s when the vast majority of the military were criminals who dodged going to prison to join the military. Instead of being what they were, criminal, they got a paycheck. Dumb program. Judge told them all prison or military.
When I joined up in December 73 most of my Unit in the 82d were enlisted in lieu of prison.... Additionally there entire platoons of Mexicans being given citizenship in 1974 and taught English.
Nothing new.
