Separation of powers... the different branches of government have a tradition of respecting certain physical boundaries.

Presidents have to ask permission to even go to the Capitol to give their annual SOTU speech.

Pretty sure the Speaker of the House cannot go strolling into the Oval Office uninvited, either. Same with the Senate.

Same with the Supreme Court.

Senate and House leaders would have to jointly request/approve any move by the Executive Branch inside their turf, such as deployment of troops.
