How is forcing someone to leave ‘an arrest’?

Cops often ‘force’ people to leave when they’ve been a problem in/near private businesses or public spaces.

He wasn't a problem and so there was no valid grounds for ordering him to move on. In America, a criminal charge for disobeying a police order requires an underlying offense, which is almost always disturbing the peace.

I have personally litigated such cases, both as criminal defense counsel and once, after I got the guy off, won him a civil suit for money damages for false arrest and civil rights violation. That did involve an old high school grudge by the very young officer.
