That was before I actually read the section. It only applies to over seas nationals - now no warrant will be needed to surveil them. No US citizen gets surveilled

That’s not how I understand it works. If a U.S. citizen shows up as in any way associated with the foreign national under surveillance, their information gets sucked-up too.

You read wrong. There have been hundreds of thousands of Americans surveilled in the past, authorized by this bill, without warrants. This bill merely continues the status quo. The controversy has not been on this thread, it is the furious anger of most Republicans in the House.
No warrant is ever needed for overseas nationals.
