This being England, I would expect that if a townsperson punched out a couple of these girls in the midst of their crime spree that said villager would be arrested.

Given the circumstances described here I would have no moral compunction about decking a couple of these feral animals.

In one sense, yes. They do not share the culture and habits of the majority they live amongst. They travel in packs, happily steal anything of value and aren’t afraid to be violent. And they are very loyal to the ‘pack’.

They differ in skin color. They are what we’d call gypsies or sometimes Irish travelers. They tend to move from place to place when things get too hot for them. Nobody wants to see them settle in one place for very long so the idea of setting up a site for them a few miles from town has the locals upset. Not unlike the announcement of Section 8 housing a mile from your quiet suburb.
