In Maryland, any car over 20 years old can qualify for Historic Vehicle plates. Smog tests and pre-sale “safety”inspections are not required.
It’s amazing how many “historic” minivans I see.
I have a 1979 VW. It only has to pass a safety inspection.
Lights, horn and brakes only.
For the brakes, it has to stop within a certain distance. I have to demonstrate that the brakes work because no one at the inspection station know how to drive a standard transmission car.
