Yes. There is a lot of evidence that the crimes were in fact forged to get convictions for nonsense.
I am aware of one instance where the FBI questioned a writer and made up fake Twitter Tweets to frame him. He managed to protect himself by proving they were made up after the fact. Eventually they backed away, knowing they were caught.
