Repeated lots of times on Twitter, not actually true.
There is a record of a Ukrainian being the captain for a part of 2016 which some Twitter twits took to mean he was the captain now.

NO SHIP ENTERS OR LEAVES A PORT/HARBOR WITHOUT A LOCAL “CHANNEL PILOT”.
