If it were terrorism, wouldn’t it have happened during rush hour? Doubt that this is terrorism. DEI, maybe.

Depends on the goal
Not saying it was, or wasn't terrorism....but if it was, the intended outcome doesn't have to be immediate loss of life for it to be terrorism.
The economic impact could have been a motivating factor. Or, simply psychological terrorism to create fear and uncertainty amongst the populace.
Think, setting massive wildfires in the southwest/west.
