Abused dogs become biters. Even more tranquil breeds can be made into biters. I’ll bet those dogs got kicked around a lot.
German shepards are normally pretty psychotic, imho.

My thoughts as well. What are the odds 2 dogs, from the same owner, bite? One might have a personality issue but two? Add in the guy could have afforded a trainer, if he cared for the dog at all, if only one was having issues. My guess they are abused, which made them mean.
