What is a session? The key phrase is "in attendance."
It means several things:
- On the floor of their chamber.
- Meeting in committees.
- Meeting constituents, lobbyists, and other members in their offices.
- The line from the Constitution that I excluded: "and in going to and returning from the same."
- This includes traveling to and from the Capitol building.
- Traveling from offices to meeting places.
- Traveling to site visits under Congressional authority (e.g., delegations to the border, hearings in other cities, trade delegations to foreign countries).
