What is a session?

The key phrase is "in attendance."

It means several things:

  1. On the floor of their chamber.
  2. Meeting in committees.
  3. Meeting constituents, lobbyists, and other members in their offices.
  4. The line from the Constitution that I excluded: "and in going to and returning from the same."
    • This includes traveling to and from the Capitol building.
    • Traveling from offices to meeting places.
    • Traveling to site visits under Congressional authority (e.g., delegations to the border, hearings in other cities, trade delegations to foreign countries).

Don’t know, but I remember a Kennedy congressman wrecked his car at something like 2am drunk as a skunk and claimed he was going to a committee meeting and was let off. But Liz & Kinzinger have no protection anymore. Charge them, but D.O.J. will decline to prosecute.

“ Meeting in committees”

The J6 House l kangaroo Court “committee” was very careful that they did not make it an official congressional committee, so that they did not have to follow the rules of committees and allow the Republican leader to appoint the Republican members of the committee.

Because the Democrats actually can have it “both ways“ they will now flip flop to make sure that it is considered a committee so that they cannot be held accountable. It is discouraging and disgusting.
