I have to ask...do educators in California have “qualified immunity”?
Like the cops?
If not, why don’t the parents swear-out a Protection Order against that educator for “enticement of a minor” (grooming)?
Put their public-performance bond in jeopardy.

that any physical, sexual or emotional abuse , and this is imho, they have
a “ Duty to report “
to cps
( child protective services )
