One of Russia’s biggest oil refineries has been blown up by Ukrainian drones in one of the most brazen attacks of the war to date. Footage shows unmanned aircraft raiding the refinery in broad daylight, easily bypassing air defences to crash into the distillation towers.
These towers are the most crucial part of the plant and are expensive and difficult to replace. Each of the towers at Ryazan was hit multiple times during the onslaught on March 13. The refinery produces oil both for Russian consumption and as valuable exports to fuel Putin’s war machine.
Destroying them hurts the Russian war effort and Putin’s personal reputation as protector of the nation. And it is no coincidence that the attack has been timed to coincide with the Russian election which takes place later this week. There is little doubt that Putin will win another term in power, but Kyiv is hoping to make that extra term as difficult as possible for the Russian despot.
@PeterSedesse 1 hour ago Putin already had to ban exports of diesel and gasoline because Russia cannot refine enough for their own use. The thing to remember is that Russia has a lot of crude oil production, but all of their refineries were run and maintained by western countries. Even before all these attacks, russia was having a hard time keeping the refineries running. Russia is going to end up with a ton of crude oil that is completely useless for cars and military equipment.
@philliptemple9841 38 minutes ago Muscovy claimed that all attempts to hit the refinery failed, and that the 3 drones that got past air defence were downed by electronic warfare systems based in the plant. Then a bunch of truckers start posting videos on social media that clearly show the drones circling around and hitting the plant wherever they wanted to. You can believe whichever version of events you want but I'm thinking the refinery got hit.
@boossersgarage3239 1 hour ago the Fractioning towers are the most complicated and expensive parts of the refinery. It will take years to repair just one of them. No Gasoline, No Diesel. no kerosene. sad, not....

I’d say Ukraine does.
The damage done to these refineries cannot be repaired without access to Western machinery and parts. The fuel production from these plants is then ended for the time being.
This will have an impact on the Russian military in about 15-30 days as fuel supplies close to the front start to draw down.
Looking around the net I can see this will have a major impact on Russian fuel production.

Dream on. Russia is not going to hit western targets. If it were, a world of hurt would come down upon them with NATO entering in the war, and the Russians know it. Russian cannot defeat Ukraine, much less a full NATO participation.

Europe or Turkey possibly. IIRC Iran had limited refinery capacity beyond domestic use.
Russia will need to import some diesel and gasoline and kerosene (jet fuel).
