In Virginia, the Democrats control the legislsture.

Might not mean much.
1. "Fired" employees can simply be transferred to non-DEI jobs.
2. Universities might still enforce DEI unofficially regardless of the legalities.
When in the past, courts or voters overturned quotes or affirmative action programs, universities continued the same policies under other names (i.e., diversity).

If they apply and are qualified so be it. They're "qualified" for any university administrative jobs. Administrative paper pushers are administrative paper pushers. All that's required is for a university HR official to say, "Yup, you're qualified for this job too!"
