You must be joking. American inner cities have some of the most expensive, OVER-funded schools in the history of human civilization.
There is no lack of funding in the inner cities. Spend per pupil can top $20k per year. What democrats do is provide a disgustingly sub-standard product at a ridiculously high cost.
