Today, BOTH sides target each other. I’d also hazard a guess that in addition to Russia, the US has them targeted at China, NK, and a few other countries one might not expect.
Yes, because Russia and the US are enemies, as opposed to France or England who DO NOT have their nuclear missiles aimed at the US.
