First, it's not a "crisis", it's a freaking war, started when Russia invaded without provocation in Feb. 2022
Second, the FACT that Russia wants a “negotiated settlement” is an admission by Putin that Russia cannot win militarily ... i.e., an admission of failure
Putin is desperate to wrap this up and try to lock in his ill-gotten gains ... just like the Nazis wanted peace in 1942, to lock in their land-grabs

Unfortunately, Putin said, “up until now there has been uproar and screaming about ‘inflicting a strategic defeat on Russia’ on the battlefield. Now they are apparently coming to realize that it is difficult to achieve. If possible at all. In my opinion, it is impossible by definition, it is never going to happen.” In event case, Russia remains “ready for this dialogue,” Putin stressed.
