Why should other countries be allowed to dictate the size of Ukraine’s military ? The Russia and The Putin are currently dictating the size of the Ukraine's military by killing them all.

Russia favors a “negotiated settlement” to the crisis in Ukraine
First, it's not a "crisis", it's a freaking war, started when Russia invaded without provocation in Feb. 2022
Second, the FACT that Russia wants a “negotiated settlement” is an admission by Putin that Russia cannot win militarily ... i.e., an admission of failure
Putin is desperate to wrap this up and try to lock in his ill-gotten gains ... just like the Nazis wanted peace in 1942, to lock in their land-grabs

Now they are apparently coming to realize that it is difficult to achieve. If possible at all. In my opinion, it is impossible by definition, it is never going to happen.” In event case, Russia remains “ready for this dialogue,” Putin stressed.

The same way the Allies restricted Germany’s and Japan’s military power.
Ukraine doesn’t have to accept it, but then the war continues. Its military’s size will be restricted then by mass slaughter. Either way Russia will see to it happening.
Ukraine has no choice. It’s called Great Power politics.
