The parents of a young tech CEO murdered in Baltimore last year urged Maryland lawmakers Tuesday to end good behavior credits for imprisoned rapists, which is how the man accused of killing their daughter ended up out on the streets.
EcoMap Technologies CEO Pava Marie LaPere, 26, died in September 2023 from strangulation and blunt force trauma allegedly at the hands of 32-year-old convicted felon Jason Billingsley. He is charged with first-degree murder in her death and had only been out of prison for about a year after serving a shortened sentence for a 2013 rape because of his good behavior behind bars.
At the time of LaPere's death, Baltimore police were searching for Billingsley in connection with a Sept. 19, 2023, rape that included a man and a woman being tied up with duct tape before their house was set on fire.
Frank and Caroline LaPere, Pava's parents, testified Tuesday in support of a measure before state lawmakers prohibiting someone imprisoned for first-degree rape from automatically being eligible for early release credits because of good behavior.

You can’t punish criminals these days.
You can only punish law-abiding citizens.
Don’t just end it for rapists, end it for all violent criminals. Our country’s massive crime wave is not going to be stopped by targeted laws based on one incident. The state and city need comprehensive tough on crime laws.
Many criminals do not stop until incarcerated or eliminated. Eliminated is the best option for this MURDERER.
Oh no. Those are JUST the kinds of people they WANT to release from prison.
Exactly those kinds.
Learn from the past. Despite the poverty and density in New York Italian American neighborhoods in the early to mid 20th century sexual crimes against children and women were very rare. If they somehow they were to occur, there were never any repeat offenders or other crimes of any sort performed by the rapists. Also the police, the courts and other unreliable agencies were rarely involved except to clean up any unfortunate mess.
It doesn’t stand a chance. It’s the criminals’ justice system not the victims’ justice system.
She and her company were 100% Woke, and she worked tirelessly to end racism in Baltimore, which is 73% non-white.
The murderer followed her home from a downtown street dance, all on street video cameras.
She was in the lobby of her start up business/cum apartment building, the man convinced her to open the door, they got on elevator together, and she was never seen alive again.
No one - man or woman - from Free Republic, would have opened the door for that guy or got on elevator with him.
The fact that her parents are publicly speaking out about the Maryland criminal justice system is going to be a complete shock to her 100% Woke employees and the Maryland Political Left.
The dead woman was honored and celebrated all over Baltimore and Johns Hopkins University for weeks, but not one word was ever said about her horrifying murder or the Black male who killed her.
We as a nation of individuals will turn inward as there’s nothing we can do to stop this from happening again and again. Reminds me of Polly Klass. Her mother became a recluse. Her father became an outspoken movement organizer and made an ass of himself-did what he had to do. Even supported BJ for reelection. Mighta been those 100k cops that didn’t’t happen.
If you like your doctor-these statements like the 100k cops are something the gullible swallow.
