This is pointless IMHO. It would require a Constitutional Amendment. Art. I, Sec. 2 Clause 3 reads Congressional seats are apportioned by ‘number of free persons’, not citizens. living in a state. An amendment requires 2/3rds of each house to approve before it is sent to the states for ratification.
You added “living in a state.” That is not in that clause. Are tourists free people? Should they be included?
