They can and they will because Russia and/or China and/or Iran have their back. So it would come as no surprise to me to discover that the Deep State cabal and its puppet (the dude in the diapers) are planning to cancel the coming election.
Unlike the Houthi, Hamas can’t run to the principal, so they get the schoolyard bystanders all riled up.

All it takes is for one rocket to get lucky—if not now, in the future. How many cheered when Russia lost a cruiser to a British rocket, guided by the USA? The pro-Hamas people will cheer when one of our gunboats is blown up.
We and the UK have made some strikes targeting Houthi logistics (storage), radars, etc., but, Iran has stocked the Houthis in considerable depth. The Houthis are tough & numerous (18% of Yemen's population was the estimate I saw somewhere.) Given our resources in the area, I don't think we can kill enough of them to make much difference, although focusing on their leadership might be worth a shot.
In any event, "some strikes" (at least against the Houthis) isn't going to cut it.

It is literally impossible to completely stop a threat like this from the air by conventional means, unless you mean to level everything and keep it that way. Ask the Israelis. And then you’ll be accused of genocide, etc. Again, ask the Israelis (who haven’t even levelled everything, but are doing a fairly stiff number on parts of Gaza.)
That leaves boots on the ground, which basically nobody wants to do. (I’d argue that a major reconstituting and re-arming of the remaining forces of the old Yemeni gov’t might be useful, though we’d have to avoid arming the elements of AQ and ISIS also in Yemen. In any event, I would not count on more than partial success from such a proxy effort, and even that might take some years.)

HOWEVER, IMO we should have “drone carriers” each capable of operating several hundred drone missions per day. Build these from repurposed / remodeled cargo ships, perhaps, if “hulls” take too long, and give each drone an area to surveille, and pop a launcher or other target if the opportunity presents itself. Modest cost drones will do just fine for the most part, though HARM assets to back them up will be needed, and the carriers will need an AD destroyer or frigate for defense. Let’s see how the Houthis do if we put 1000 drones on their behinds at any given moment...

No doubt the whereabouts of this ISO container ship/runway is well known to US Navy and to the Royal Navy. Between the two it is not long for removal.. a big bang, sub launched best choice.
