That's an easy one to deal with...order them to DC. The courts martial can all be held in the shadow of the Capitol Building. And even if they're kept in Texas the "panels" will consist of officers (and enlisted) from all over the country.

And FYI...I'm not saying that Abbott is doing the wrong thing. I agree with him completely. All I'm saying is that The Big Guy holds all the cards here...legally speaking.
