He has asked Texas to stop sending illegal immigrants north, to no avail. Johnson has gone so far as to suggest that Abbott has staged an attack on "leaders of color" by shipping illegal immigrants to Chicago and New York,
In Johnson's position, he could try negotiating with Johnson in the following manner. "I will publicly request that Biden take concrete steps to control the borders in exchange for you bussing the aliens elsewhere". Accusing a governor not of your state of picking on black people is not exactly how you persuade them. The cardboard fist in the iron glove is a poor approach.

What's the problem? The illegals aren't his constituents or citizens. It's up to Bernardo Arévalo (GT), Xiomara Castro (HN) and the leaders of the African nations, Xi (China), and various other third world incompetents to provide aid and shelter for their citizens.
They can freeze for all I care. They knew they were breaking the law when the entered, don't look to us to provide for you.

The Biden Administration has offered all of these migrants what is known as "Humanitarian Parole" while their farcical asylum claims go through. This process now takes several years and the schedule is now backed up through the early 2030s. In the meantime, these "parolees" are considered to be here legally and are free to travel within the United States to wherever they wish to travel to.
They don't want to stay in Texas. They want to go elsewhere. Gov. Abbott is merely abiding by their requests.
