If so then we have a huge disagreement.

And yet thru which God's overall will or plan would be accomplished.

Me? If is God who declares this, even of the rulers who were persecuting His body, the church!
Of course, His own crucifixion was God's/His will, again, not that men act evil, which is contrary to His directive will for their actions, but in allowing man to make choices, and thus to effect consequences, it is in accordance with His will/plan that such take place, without compelling man to do act contrary to His moral law. Man's freedom cannot thwart God's purpose and plan, none of which can be shown to be unjust unless one is omniscient.
Since it is God's will that we can make choices, and since choices must have consequential effects, then like a rock in a pond, there are ripple effect to varying degree, all in God's will, even if caused by persona acting contrary to God's directive will for their obedience.
But all of which God makes to work out to accomplish His will. His plan for man. We, as pitifully near-sighted and myopic, only see the immediate, but God acts in the light of all that there is to know.
