The book of Daniel does say that God determines the fates of nations but the determination is not baked in, and that he does raise people to office to carry out His will, but not all of them.
In fact, it gives an account of the Prince of Persia, some kind of heavenly figure (over Persia) interfering with the actions and will of God when He sent the angel Gabriel to talk with him.
The New Testament says that the powers of darkness also sets up rulers.
