This is something I've wondered myself. There are districts the GOP could pick up but the RNC are putting little to no resources in those districts.
So,I'm back to thinking the GOP doesn't want the House or the Senate and prefer to remain in the minority where they can just make excuses and requests for money while stating, "Next time, we promise we will do better".
They definitely don't want to win if Trump becomes President because then they may have to support his policies and they really don't want to do that. Remember how they stymied Trump when the voters had given them both the House and the Senate for the first two years of his presidency? They wasted two years and accomplished nothing because they were too busy fighting the President. The masks really fell off for those two years culminating with demands that every mask up for the final year of Trump's Presidency.

The GOP wants to make sure that the Democrats have big power in the legislative branch so that Trump can’t do anything after he wins.

- Turn the House over to the Democrats and their endless Congressional hearings.

At least half of the GOP and RNC are Deep State. They're perfectly happy being in the minority with the Dems running the show. Actually prefer it.
