I'm guessing many countries that get foreign aid already undergo these restrictions. It's usually "just Israel" that's exempt from any restrictions.

For instance, U.S. military foreign aid must be spent on American companies -- with the exception of "just Israel," which is permitted to spend U.S. foreign aid money on Israeli companies.

Also, American citizens are forbidden from serving in foreign armies. But this law does no apply to Israel, so American citizens are permitted to serve in the IDF.
