Because of Willis' case against Trump and his associates, she assumed that it was protection to do whatever she wanted.

Since the Democrats are out to get Trump "by any means necessary," Willis decided that she could give her boyfriend a powerful position outside the normal means, and give him a million dollars of Georgia taxpayer money to spend on cruises and other lavish vacations for the two of them, because they can't fire her or else the whole Trump lawfare scheme collapses.
