The pipe bombs, which had an hour-long kitchen timer as a detonator, were viable, but didn’t detonate (because the timer was never set) and no one was hurt, the FBI said.

It wouldn't be a lie to say that a bomb device was a real bomb device if it had all of the components in it but some critical component was not connected or functional.

I would be surprised if it had a functioning detonator or more than a token amount of “real” explosives. Wouldn’t do to have a random bit of electrical energy set the thing off and hurt anyone.
