They have and did employ effective tactics. A week or so ago four boats attacked. US vessel toasted three of them by using attack choppers at stand off distances — reaper/hellfire missiles were used. These cost ~$300K.
Three boats suck, no survivors. The fourth ran for it.
Like drones, these craft are useless in the face of personnel willing to kill. If you lack the B(&*&s for that, go back to working in a civilian office.

This issue should be a high priority matter for Congress to examine and debate. But few things are high priority for them.
That event exposed a major vulnerability of USN vessels, imho.
The other alternative is to pull out entirely, and create a shipping desert. Let the countries directly involved deal with reduced shipping, and let the merchants find a safe waterway to use for commercial shipping.

THAT should be the only precedent that would apply here. Even the U.S. Constitution distinguishes between an "Army" and a "Navy" as military forces -- because there was a very clear legal distinction between them. The Army was supposed to be comprised of state militias, and would operate within the U.S. states and territories under the authority of the Federal government in a time of war. The Navy was supposed to operate in international waters outside the legal jurisdiction of the United States but still under the authority of the Federal government.
All the more reason to strike.

1. Chase many of our major manufacturing industries overseas.
2. Make large swaths of America destitute in the process.
3. Let all our international maritime shipping companies shut down and give up their business to foreign competitors.
4. Have U.S. taxpayers foot the bill for the U.S. Navy to protect Danish ships ... flying Panamanian or Liberian flags ... with crews of Filipino sailors ... delivering that cheap Chinese crap to your local Walmart and Dollar General stores.
