Lithuania doesn’t decide to do something as big as a Kaliningrad blockade on their own.

They didn't blockade Kaliningrad on their own. It was part of international sanctions and they decided to join it since they are directly threatened by a expansionist Russia. They know more about Russia than you do and they know that it is a danger to them. They may of very well had assurances of protection.
