The curious phrasing in the article, trying to rebut Trump, was
“the bill had the aim of preventing women and girls from competing in . . . .”
That is curious phrasing. What does “had the aim” mean? Did it explicitly forbid transgender women or girls from competing on women or girls’ sports teams or not?
