California should make it illegal to move out if you’re on a state pension. If you do, you lose 80% of the pension. They tried that back in the 90's, sort of. They wanted to tax pensions of workers who earned their pension in CA then retired elsewhere. They wanted to tax even military pensions of those who were stationed here. Congress passed a law that blocked it.
