I agree.
Each ballot should have a unique and serial identifier.
All care should be provided in the processing so that no serial number is ever recorded toward a voter identity, and anyone keep records of who a ballot is sent to or who a ballot is processed from should face very stiff legal consequences.

If every ballot had a unique sequential identifier, duplicates would be immediately identifiable, but also you could easily audit the tallied ballots for fraud, such as serial numbers outside of production runs.

Right now there are no auditable election procedures and no punishment for failure. If the process cannot be audited it is on it’s face fraudulent. All elections in the US are fraudulent.
