Hezbollah in Lebanon wanted to hurt the Israelis so they would fire at ships along the Lebanese coast assuming they were Israeli. They have antiship missiles. They did succeed in damaging an Israeli patrol boat. But they also managed to sink at least one freighter belonging to a Greek company. I would imagine that having a weapon capable of hitting a ship and knowing who that ship belongs to are not necessarily related.
