The FCC is just another example of post-17th Amendment ratification career federal lawmakers protecting their voting records by letting a constitutionally undefined federal regulatory agency run by non-popularly elected bureaucrats get away with stealing state powers to dictate unconstitutional federal government policies.

Virginia that contracts are not commerce, the federal government therefore having no Commerce Clause power (1.8.3) to regulate contracts.
