I support winter too.
Is he promising his own money?
Because of poor logistics in the Russian side of the front lines, I think that the Russian soldiers will suffer the most from lack of rail transport, lack of trucks for logistics, and a worse market system to supply the military.
Is Russia going to again attack power plants, the electric grid, etc. to hurt the general Ukrainian populations? Absolutely, but they know if they do, that both Crimea and Russian cities on the border with Ukraine (even as far as St. Petersburg) are within striking distance of advanced rockets and artillery supplied by NATO. There could be some real humanitarian problems on both sides of the combat front lines this winter.
