Why not just plug up the tunnels they find and make them unusable dead ends?

I read some article where they were describing Israel’s “sponge mine” (maybe it was a bomb??). But they place it in a tunnel, it explodes and releases some compound that expands to seal up the tunnel and is hard as concrete.
