For the first time ever, Israel was pushed to the ends of the Earth last week.
Last Tuesday, it was announced that the Arrow missile defense system shot down a ballistic missile for the first time, in this instance fired at Israel by Houthi rebels in Yemen.
The IDF stated that air force systems tracked the missile’s trajectory and intercepted it “at the most appropriate operational time and location.”
According to a report in the UK's Daily Telegraph, the missile was intercepted outside of the Earth's atmosphere.

Great. So now the debris is adding a few million little missiles to our space junkyard. Some satellite systems are gonna go off-line. You know, like financial transactions in the Federal Reserve system??? Like just happened?
Technically speaking, Dog, I don’t believe the Houthi Missile had achieved Orbital velocity, only Apogee, therefore the debris would fall in the desert.

These missiles - both the Yemeni missile (probably a Qader missile – an improved version of the Iranian-designed Shahab 3) and the Israeli (Arrow 2) missile which intercepted it - could never achieve orbital velocity. They are strictly sub-orbital missiles.

So the article is nonsense?
This program has always faced funding threats because of its poor performance and huge expense.
Reporting success is critical to that funding.
I suspect this event never occurred.
No - but your are suffering from a fundamental misunderstanding.
A projectile attaining an altitude of, say, 400 km (which is officially in "Outer Space") does not mean that that projectile can stay up there.
In the case of these sub-orbital trajectories, the projectile (missile) never attains anywhere near orbital velocity.
Thus, it - and whatever fragments are created when the Israeli anti-missile missile destroys it - immediately fall back to Earth.
In order to pose a significant risk to satellites in Low Earth Orbit (LEO), this debris would have to likewise "linger" in LEO for quite a while.
After many months or even years, orbital fragments might stand a chance of impacting a third-party satellite.
In actual fact, though the Israelis have been understandably coy about stating at exactly what altitude the incoming enemy missile was destroyed, it was probably near its end phase, and had already entered a layer of Earth's atmosphere so dense that satellites could never be there.

The missile was designed to fall back to earth. No fragments will go into orbit.
