Trump sure thought it did which is why he suggested sending nuke subs to get Russia to stop the constant threatening, not to mention the military and NATO build-up he did while president.

My thought on blockades is that they do not have to be airtight. Instead, they can succeed if they create sufficient concern among commercial shipping companies and their insurers. I think China is, through its submarines and through its various anti-ship missiles, capable of creating such fear. Unless it happens, it’s all speculative. Hopefully, it stays that way but having a corrupt halfwit as US President does not lower the odds.
