What I like about this approach from Johnson is that they are trying to pass a full funding of the budget, meaning that if the government shuts down, it will be directly from Biden's vetoes.

And even though the media will try to minimize Biden's role, it will be clear that for once, the GOP House is doing it's job.

Even the news media is limited by the material at its disposal. As the top national Republican officeholder at the federal level, Speaker Johnson will be an attractive figure in opposition to Biden. The last major budget showdown pitted the bloated and often pompous sounding Gingrich against a rakish and glib Clinton. This time, the calm and well-spoken Johnson will have an innate advantage over the faltering Biden.
